The Benazir Kafalat Program

The Benazir Kafalat Program, also known as the Unconditional Cash Transfer (UCT) Program, was launched in 2008. It has become the largest cash transfer program in Pakistan’s history. The program aims to provide short-term relief to impoverished families by offering cash assistance, particularly in response to the challenges posed by slow economic growth and food security.

Aligned with the objectives outlined in the Sustainable Development Goals (SDGs), the Benazir Kafalat Program currently provides cash assistance to approximately 900,000 families. Its primary focus is to support vulnerable households and mitigate the adverse effects of the economic hardships they face. The program plays a significant role in addressing poverty and ensuring social welfare in the country.

Eligibility Criteria

The eligibility criteria for the Benazir Kafalat program involve the identification of beneficiaries through the National Socio-Economic Registry (NSER) survey. The welfare status of households is assessed on a PMT (Poverty Scorecard) scale ranging from 0 to 100. The selection of eligible families for financial assistance under the Benazir Kafalat Program is determined based on the availability of funds allocated by the BISP (Benazir Income Support Program) board, with priority given to the most vulnerable households.

In the 52nd meeting held on December 30, 2019, the BISP Board approved the existing Office Core. However, the eligibility criterion to qualify for assistance has been set at a 37 percent anti-poverty score, accommodating individuals from diverse backgrounds. This ensures that those in need, regardless of their specific circumstances, can be considered for support through the program.

Application Process

To apply for the Benazir Kafalat program, follow these steps:

  • Ensure that your poverty score is below 30, as this is the eligibility criterion for the program.
  • Only married women with a valid CNIC (Computerized National Identity Card) and a registered profile will be considered for clearance.
  • If you meet the eligibility criteria, you will receive a notification message indicating your selection as a beneficiary.
  • Upon receiving the SMS, visit the nearest Point of Service (POS) in your Tehsil (sub-district).
  • At the POS, undergo biometric verification to authenticate your identity.
  • Once your identity is verified, you will receive your financial assistance.
  • If you have any concerns or complaints, it is recommended to register your complaint with the Benazir Income Support Program (BISP) for proper redressal.
